Minutes from meeting on
Location: Sal's Restaurant, Radford
Meeting was called to order @
Terry asked for opening prayer by Pastor Jimmy Rorrer.
Director welcomed our guests; State President
Beale.
The Director gave the floor to
Roger then thanked Terry, Jimmy & Charlie for the work they have done for
the region during
the transition period. He also said that He was sorry for the way the last meeting
was
conducted.
Roger asked if everyone had a copy of the proposals, everyone said yes. He then
tuned the floor back to the Director.
Terry the Director: First order of Business, there are no minutes from the last
meeting Abe
Street did
not give them to us.
Next: Election of Region Director
Floor was opened for nominations,
Mark Cox was nominated by Terry Penley, 2nd by
At that point Mark Cox withdrew his nomination.
Show of Hands for
Region 4 Director.
Mark Cox brought up that in the last meeting that it was voted on to split the
money between
TBF & B.A.S.S. Nation. The amount was $1067.00 +/- some outstanding checks.
Charlie Beale said
there will
be some boat raffle money coming back as well. He did not know just how much at
this time.
WE should receive it by March 12th.
The floor was given to Charlie Beale, VP of the State. Charlie recapped the
President’s
meeting in
it attitude. Major points:
1. BASS did not want to disclose where dues money was going.
2. States would have to pay expenses/ entry fees of state teams to the tune of
$9,000.00 to compete, under BASS.
3. BASS was very difficult to deal with, very hard to stay in meetings
4. TBF: A certain amount of money will come back to each state from Youth and
Conservation

Roger knew going into this that the by-Laws would not allow Him to keep office.
Mike Pumely took over his position.
Bass Fan/ FLW Proposal:
1. Overall, Bass Fan gave the best presentation, very professional. They
offered a new path to
travel that would not cost us anything. They offered an exclusive web-site
that would feature
nothing but Federation news and events. Of course they would profit through
advertisements.
" The vote was 30 out of 47 for TBF. Some
abstained, some were absent.
" Each state has some clubs that went B.A.S.S. even though the majority
went with TBF.
" Each state owns stock: Each state has a say in the decisions made.
" Dues: $6 Insurance, $3 Federation Championship, $6 per member for Divisionals.
TBF officials are Federation members.
Question: Is the FLW plan a done deal? Roger: Yes Pretty much so, all we have
to do is sign
off on it.
We are waiting for all the details to be completed first.
Question: What about the 80% thing? Roger: when Irwin Jacobs got 30 states to
commit, that
was enough
for him.
Charlie continued thru hand out: talked about “Living The Dream”, Federation’s
top angler
through the
National Championship will be offered the LTD package which includes a wrapped
Ranger boat,
wrapped Chevy truck for a year, paid entry fees into the FLW tour or FLW series,
funding to
help with travel expenses & a chance at the 2008 Forrest Wood Cup via the
FLW
events. Above
is over a $100,000 value!
We still have Pennzoil & Evan Williams as a sponsor
Dues are $15.00, there is no guarantee that they will stay that way for ever.
Charlie Beale is in charge of money: Books are open at any time for
anyone to look at them.
He is the
one held accountable for the books.
New insurance is in effect-: $25,000.00
There will be national T.V. Exposure for the National Championship There are
now multiple
avenues to
make the National Championship.
Irwin Jacobs does NOT want to own us.
FLW membership is discounted for Federation members: $18.75 Call or go to web
site to join.
Tell them
you are a Federation member. FLW will credit your account if you have already
joined
for $25.00.
Youth funding from top to bottom.
Youth travel expenses paid for youth to championship [NEW}
Youth monies to states can be spent however each state chooses.

More tournament opportunities than before
The tournament schedule is same as before, except now FLW in lieu of BASS.
The former buddy tournaments in place of the classic are being looked at again.
This would
allow the
15 from each state to fish together. All of this is still not clear.
All tournaments, up to the National Championship, are run by the TBF. After
that, everything is run by FLW.
Question: Will FLW site have a tab for the Federation? Answer: We don't know that yet.
The regions are open to get their own sponsors if they choose.
We have to wear FLW logos
Question:
What about the states that abstained?
1. Some were brand new in their positions. They had to take info back to states
for their vote.
2. Four have called back since and went TBF, now total of 34 States TBF.
Virginia Spent $12,000.00 last year on Conservation, BASS did not help us.
We are looking for a New Conservation Director for the state.
Question by Mike Tilley: Is the Ranger Cup still in effect? Yes!
Question: What does a club have to commit to? One Year!
Mike Tilley: There is talk about being sued to freeze assets as well as for the
split, what about
this? We
have spoken with our attorney, everything has been done legally. Four lawyers
have
been contacted. All say the same thing.
Charlie: Anyone can sue at any time. We cannot stop that, but we feel we are O.K..
There is a money back program with Ranger, Yamaha & Evinrude.
Ranger will kick back x amount of money to each state. The amount will be
determined by the
number of boats bought by Federation members.
Events won, or highest finisher of a sanctioned tournament: bonuses will be
paid also for the
boat & the engine.
There will be an open meeting March 11th @
By Law Changes: To remove all BASS wording from BASS to TBF, 75% yes.
Article 3:2-1 to change, Region Director must vote on state level as the
membership of Region
4 has instructed /voted for
him to do. 100% Yes
By Law
Change: Request by
By-Law
addition: Request by Pastor Jimmy Rorrer, to add a
Chaplain as an appointed position
by the Director. Vote 100% yes.
Director Terry Penley: Tournament Schedule
1.
2. Claytor: We can not use the same permit as the Federation Nation.
3. Smith: Permit is for only 50 Boats
4. Kerr: We can't use the same permit as Federation Nation.
Terry has investigated possibilities:
1. Claytor: We can get a permit for $10 or $10 for the public, hidden valley.
2. Kerr: Open ramps are: Longwood, Ivy Hill, Island Creek, Rudd's.
3. A motion was made to go out of Rudd's. Vote 10 yes, 1 no.
New ramp will be Rudd's
Creek landing.
After much discussion a motion was made by Chuck Hart to keep the schedule the
same &
change
ramps, if possible. Vote 10 yes, 1 no. Schedule will
stay the same with one drop
tourney. We
will change ramps if possible.

Peter Herbst offered to help with new web-site. 10
Pages will cost $10.60 a month, we should
have 3 -4
people that can work with the site, so there will be no more events where the
site is
taken away with an individual. Vote was 100% Yes.
